It sounds as if your motor is bad, and it needs to be replaced.  Contact Service Net at http://www.deltamachineryparts.com/ and they should be able to assist you.

Yes, the saw needs to be lifted and the mobile base slid under it.  It may be lifted with straps under the table and a hoist of some sort, or 5 or 6 friends could assist.

Thanks for contacting us.  Yes, but you will have to cut the rail off to allow the sliding table to work, and you may need to drill holes in  the table skirt to mount the rails.  Good luck and be safe.
